    A politician that knows how to say "I was wrong."

    City of Menasha Mayor Joe Laux is a darn good politician. He knows everyone in town. You can see him on that bicycle of his, even in 12” of snow. He’s everywhere all the time. And he probably even kisses babies.

    Mayor Joe certainly has his detractors. (He claims to not have a clue about what they’re saying.) His council meetings sometime seem rife with dissension. He’s a well-educated and blue-collar liberal that knows exactly what he thinks about most things. No one would call Laux bull-headed, but with 72% of the vote in his last election, he isn’t one to change his mind about things.

    The Mayor and the Council have a big mistake on their hands with the new steam plant in town. What began as a $12M project ended up with a $40M price tag. We are talking about more than just pocket change here.

    Laux says he doesn’t understand the complex financial intricacies of the whole deal, but he does know he can’t do much borrowing for anything else in the city until the steam plant can be 100% re-financed with revenue bonds, hopefully by 2009 at the latest. It’s a real albatross the council must continue to deal with.

    When a bunch of boondoggles of the magnitude of the steam plant occur, yes, the mess gets addressed, ongoing problems get solved. It begs the question “What will you do differently next time?”

    Laux’s answer is candid. Yeah – first of all, we know where, when and how we messed up.

    But then he looks forward. For the next big project (or maybe even the next small project…), he would like to hire one firm to do the important initial project analysis work – and that firm absolutely would not have the opportunity to design the resulting project. Up front, both the city and the engineering firm would be straight on that. Just too much temptation to recommend a higher ticket project – conscious or not. Or too much temptation to lowball the potential costs and risks in order to increase chances the projects gets a green light.

    He might even hire a second firm to audit the work of the first. Hindsight is always 20/20, isn’t it?

    This is kind of a “read my lips” moment. It may be wise advice for any municipality out there.

    A couple of projects in Appleton come to mind that might have benefited from Laux’s learned-the-hard-way approach to facility construction.

    • A $2M peak-energy shaving system that sits idle since six months after it was first cranked up. The same firm not only provided the initial analysis, but then designed and managed the project. Few checks. No balances.
    • The $60M Appleton water plant debacle. Again, the same firm did the extensive initial analysis, then designed the plant, then made the recommendation that the now much maligned membrane company had satisfied their contract. No – I don’t think so….
    • The upcoming Police Station. The same architects are doing the needs analysis as will be doing the design work. Is there a better way?

    Mistakes are made to be admitted, to be corrected, and to be learned from. Would that all public entities would learn from the mistakes of others.




    COMMENTS

    This tendency is endemic in govt. Spend millions to create something you could have bought off the shelf, i.e. The UW payroll system. Fail to unite the community for the basic water system, ergo duplication and high costs to the community. Egos are expensive items, just ask Bernie Evers, or Enron folks at the top. Same in govt., same "impotent horses."
