Guest Blog by Susan Armacost: Abortion battle looming in Wisconsin

The most crucial abortion battle in decades will occur in January or February as pro-abortion state legislators attempt to repeal Wisconsin’s historic abortion ban. Pro-abortion legislators have drafted legislation to repeal S. 940.04 of the Wisconsin statutes. S. 940.04 prohibits abortions in Wisconsin except when the mother’s life is in danger. This 150-year old protective law cannot be enforced now because of Roe v. Wade.

When the day comes that Roe v. Wade is overturned, Wisconsin will be one of the first states in the nation to once again protect unborn babies from abortion – as long as s. 940.04 remains in the statutes.

The supporters of the legislation to repeal s. 940.04 call the bill the “Woman’s Health and Safety Act.” They intentionally continue to mislead the public by stating that should abortion be outlawed, women who have abortions will be sent to prison. This is a complete fabrication. In 1985, the state legislature enacted a provision, s.940.13, which would apply penalties only to abortionists, not the woman. Wisconsin Right to Life actively supported the enactment of that provision.

Over the years, pro-abortion forces have attempted to repeal s. 940.04. Wisconsin Right to Life successfully fought those efforts and will once again vigorously oppose any and all attempts to repeal Wisconsin’s law to protect unborn babies from destruction through abortion.

Virtually all other abortion-related measures coming before the legislature have been in the area of regulating abortion. While laws regulating abortion do save lives and protect women, they don’t address the bottom-line question of whether it is acceptable for thousands of unborn babies to be destroyed through unfettered abortion in our state each year.

The Roe v. Wade decision legalized abortion on demand throughout the entire nine months of pregnancy, for any reason, for as many times as a woman would choose to have one. Almost 50% of all abortions are repeat abortions, which means “choosing” to destroy one’s unborn baby through abortion is a primary method of birth control. Less than 1% of all abortions are performed for the “hard cases” of the life of the mother and rape and incest. The vast majority of abortions are performed for social or convenience reasons.

We have made it clear to state lawmakers that supporting the bill to repeal s. 940.04 will be viewed by Wisconsin Right to Life as supporting abortion on demand, for any reason, throughout the entire nine months of pregnancy.

Susan Armacost is the Legislative Director of Wisconsin Right to Life, 877-855-5007.

The authors of the legislation to repeal Section 940.04 of the Wisconsin Statutes (Rep. Terese Berceau and Senator Mark Miller) are circulating the bill for co-sponsors, with the deadline for cosponsorship January 12. The bill is expected to be introduced soon thereafter and quickly scheduled for a vote in the state Senate. Contact your state Senator immediately and urge him or her to save s.940.04 and oppose the upcoming Berceau/Miller bill. JE
