Appleton, you may need to say NO. Thursday, 4:00
Consolidation is a big buzz word these days – and well it should be as it applies to municipal services and school districts, forced by those of us unwilling to be taxed to death.
In that spirit, the state’s largest town (Grand Chute, pop. 20,465) and its bigger-city neighbor (Appleton, pop. 72,150) are in the early throes of courting each other toward a possible merger.
Good news.
The bad news? We’re already being warned not to expect significant cost savings.
Now… the merger is far from a done deal; matter of fact the Outagamie County Sheriff’s Department is also making a merger proposal to Grand Chute.
So in the meantime, here are a few pertinent capital asset details:
Appleton is embarking on a $12.8M addition to its police building, adding 21,620 sq. ft. to the existing 43,200 sq. ft. The project includes a 120-stall parking garage as well. Those figures are all important because the Grand Chute Town Hall has some 15,000 sq. ft. of empty space, above and beyond the needs for their Police Department.
I guess the thinking taxpayer might say – WOW! Maybe we can save some bucks on that addition if we end up with Grand Chute’s 15,000 sq. ft. available to us. Makes sense to me.
Well, not to the chief. Per his memo to the Appleton Common Council, this issue “has been at the forefront of [his] mind from the moment consolidation talks started.” Though not stated specifically, the memo essentially says we need all the new space planned for downtown, and would use the Grand Chute Town Hall space for our “ever-expanding Northern District.”
So now the city needs 43,200 sq. ft. plus 21,620 new sq. ft. plus Grand Chute’s 15,000 sq. ft. plus a two-layer parking garage.
Ok. So Alderperson Jim Clemons asks the Council to look at possible savings in the event of a merger, the City having all that new space available and all. Well, he didn’t get far with that silly idea. The Safety and Licensing Committee blithely held his request until after bids were opened for the $12.8M police station. Does that make sense?
If you think this might be the time to say NO!, would we really need all that space? – show up for the merger presentation at Appleton’s Safety and Licensing Committee meeting this Thursday, Valentine’s Day at 4:00 p.m. 6th floor, City Hall, just beyond the elevators.
Police Chief Walsh is a very experienced guy. Perhaps he absolutely positively needs all that new space when and if a Grand Chute/Appleton merger goes through. But I’ve said it before and I’ll say it again. We taxpayers simply cannot give government a blank credit card. That money is the people’s money. And if need be, it’s our job to say NO.

I can't comment on the exact value of each portion of proposed police facilities. However, I think we, as a society, tend to favor blank checks when it involves our "security". This includes weapons systems that don't work down to the questions you raised here. What exactly is the relationship to these expenditures and the public safety? I just read an interesting interview in the New York Times with a business executive. He said the best business advice he received was from someone who told him "do not ever make a decision that you do not have to make". Perhaps Appleton doesn't need to make a decision now on the new station in light of the possible net benefits of the mergers under discussion.
Hmmm. Good management advice - I don't know if it applies here. Bids are being opened tomorrow for the $12.8M project and probably awarded at a Board of Public Works Committee meeting in 2 weeks. One of the arguments might be "we can't go back again and redesign the building; it's too late in the process." The discussion of possible savings should be had. Maybe more than a discussion. Maybe even crunch some numbers. JE

Jo, I'm wondering if you read Appleton's merger proposal along with the space study report correctly. Nowhere in the proposal does Appleton claim to want to assume the additional 15,0000 sq. ft. of "open space." It is my understanding they would utilize the existing Police Department area to run their Northern District operations. Outagamie County Sheriff's Department proposes to remodel this unused space for their operations base. I agree with your reading of the report, and that's just the point. Should Appleton be considering use of the already existing 15,000 square feet, especially to substitute for some of the new space they're planning on building downtown? It would seem to be less expensive space... The question is, do the logistics work? And at what cost are all operations kept downtown? JE

I agree that it would be less expensive to renovate. But, is that space really even available to either of these departments? The town hall was built with the purpose to grow into it with the town's expansion. That space will be needed further down the road for departments other than just police. Grand Ghute taxpayers may not view takeover of that space in the best interest of their tax dollars that were used to build the town hall.
It's my understanding it could be available; but those are exactly the question that it would be helpful to have specifically addressed. JE

Has anyone checked to see if Grand Chute wants to give up any more space then is already committed to police? As I recall the Town Hall was built to handle expansion by all departments in the future.
It's my understanding Bruce, that the space could be available; I believe Sheriff Gehring has made a proposal to occupy it - ? (I don't know that - haven't seen the proposal.) Your assertion certainly, must be looked at. JE

It would seem to me that it would be
appropriate for all to keep an open
line of communication and look for
better service and cooperation for the
good of the residents of both the town
and city. Lets keep a positive attitude regarding this matter rather than all of the negatives.

It seems that Chief Walsh and the majority of the Appleton Council do not want to "court" Grand Chute or even discuss the issue to attempt to save the taxpayer some money. That's very short sited and unfortunate, but I feel the option of a merger with the Outagamie County Sheriff's Department actually has more merit.
There have been several discussions the last several years about space needs on the county campus downtown and specifically needs for the DA and a potential additional court. If the County and Grand Chute were to merge and the county could utilize the 15,000 sq.ft., the county could save a considerable amount of money in potential expansions downtown.
Appleton has always been very parochial about its needs and wants, and exhibited that when they tried to get the county to participate in the new police station project. Mergers don't work unless there is a significant amount of give and take and compromise. Appleton has shown it is not interested in this process so let's move on and save the taxpayer some money.

I'll want to get to that meeting Thursday afternoon to get briefed on the issue for any 'no' votes.
Will this become a referendum issue or is it being pushed through?
The big deal breaker here is Full Cost Accounting. What are the actual benefits of all this expansion when, even now, the real estate and 'expansion building market' is contracting?
Appleton already has the largest per capita police squad in the state. Someone correct me if this is in error, but I think the statistic is accurate.
