    Speaker Huebsch: Governor turns down Federal Aid?

    On May 11, 2005, President Bush signed into law the federal Real ID Act. Based on the recommendations of the 9/11 Commission, this new law prohibits states from issuing a driver’s license or renewing an existing license to any person who cannot provide proof of citizenship. Recognizing the importance of keeping driver’s licenses out of the hands of illegal aliens, my Assembly Republican colleagues and I have led the fight to bring Wisconsin into compliance with this law.

    The 2007-09 state budget set aside approximately $21 million for the implementation of federal Real ID Act. Rather than providing these funds directly to the Wisconsin Department of Transportation, the money was put in a reserve account for distribution when the federal Department of Homeland Security (DHS) provided states with the specific implementation requirements. In January, DHS issued their final rules for states to follow.

    With this information, we assumed the Doyle Administration would move quickly to bring Wisconsin into compliance with the federal Real ID Act. New information has come to light that calls into question the Administration’s commitment to taking immediate action on this important homeland security issue.

    In his budget repair plan, Governor Doyle proposed using $5 million of the $21 million in the reserve account for state implementation of the federal Real ID Act to close the budget shortfall. We also found out the Doyle Administration missed the deadline for federal grant funding through the 2008 Real ID Demonstration Grant Program. Under this program, states are eligible for more than $79 million in grants to implement Real ID. Thankfully, the DHS extended the grant application deadline until April 4.

    Needless to say, Assembly Republicans are not pleased with the Governor’s actions and we are working to fix this problem. First of all, in the budget repair plan approved by the state Assembly we rejected the Governor’s plan to take money out of the state Real ID implementation reserve account. Secondly, State Representative Joan Ballweg (R-Markesan), Chair of the Assembly Homeland Security and State Preparedness Committee, has sent a letter to Governor Doyle encouraging him to apply for the federal Demonstration Grant Program funding and move forward with implementing Real ID in Wisconsin as soon as possible. Let’s hope Governor Doyle heeds our advice.
