When the time comes to question your electric bill...
Patrick McIlheran writes about “the settlement between We Energies, which is expanding its Oak Creek power plant, and two environmental groups, Clean Wisconsin and the Sierra Club, who have been trying to stop the plant from ever opening. We Energies keeps winning, even on the enviros' latest objection, which is over the cooling water system, but, as its spokesman put it, the utility wanted to have the matter settled. It's got a lot of expensive concrete already in the ground.
“….the fact that We Energies just wanted the matter settled brings up a nuance that I didn't touch upon: We Energies wanted the case to go away because it faced a small but real risk that the greens would eventually find a court to say that, no, putting a pipe in the lake for cooling water wasn't enough and that We Energies would have to instead build a $400 million cooling tower system. The DNR already said this wasn't necessary -- such a cooling tower would use much more lake water and, reducing the efficiency of the plant, cause more pollution per kilowatt of electricity. The state Supreme Court, too, said that We Energies was OK.
“But, as industry insiders point out, that's not the only risk: There's the less dramatic but more real risk that the greens could simply drag out the legal process in a way that keeps We Energies from turning on the cooling system they've already built -- and delaying the plant's opening.”
