    "Staying even" is the new "increase"

    Well that’s refreshing. I’m not buying it from the Governor until I see that budget – I have a feeling Governor Doyle has a different definition of “staying even” than I do.

    The State-of-the-State was going to be sober. Ok, I’ll buy that. Not very entertaining, for sure. And somber. Yup, we’re hitting the skids big time. Words that were only a warmup for the really big speech coming mid-February, whenever that completed budget is submitted to the legislature.

    Doyle did his typical blaming of everyone but himself (my gosh, take some responsibility, man), but I suppose on the positive side, the blaming wasn’t nearly as bad as last year. And the speech wasn’t as swaggering as last year either – with this budget business, the guv is definitely in a box with not much room to maneuver.

    I didn’t hear even a hint of tax increases. (In post-speech comments, Senate Minority leader Scott Fitzgerald did – and he’s a whole lot more perceptive a politician than I.) I also heard no mention of eliminating the QEO. Hmmm.

    Overall, pretty boring. A non-event. Stay tuned. The budget message comes in a couple of weeks. We’ll see what ‘staying even’ means. And probably 50 ways to not call a tax increase a tax increase.

    You do realize that the far side of the aisle always terms reductions in the planned rates of growth of spending "decreases". You also do realize that the lion's share of the $5.4 billion hole in the next budget is a result of a planned $4 billion spending increase.

    JO, you're right, there is something fishy about DOyle's line. Doyle told schosol convention, "Not getting cut is the new increase in this budget" but in SOS he said "Staying even is the new increase." HOw much you wanna bet "staying even" means getting the same size increase as last budget.
