A recommendation in the governor’s budget could give teacher’s unions an upper hand when it comes to bargaining.

.... The plan to repeal the Qualified Economic Offer law and eliminate revenue limits and local economic conditions as factors to be considered in arbitration procedures could cause financial strain on already tapped school districts.

Newer teachers could be laid-off to afford those with more seniority and programs could be in jeopardy.

“Where do the students come in to this? Where does the local citizen come in?” Happel said.

The QEO law has allowed school districts to avoid potentially costly arbitration on union contracts as long as they offer teachers a yearly wage and benefit increase of 3.8 percent or more.

Since the law took effect in 1993, the average increase in teachers’ salary-and-benefit packages has hovered around 4 percent a year, compared with more than 7 percent in the years immediately preceding the change.

Doyle said Thursday in a meeting with the La Crosse Tribune’s editorial board that the QEO needs to be repealed because it has stifled innovation. “We haven’t had any creative ideas about teacher compensation in 14 years,” he said.

.... Doyle has tried to repeal the controversial law before; however, this is the first time he has restricted what arbitrators can consider.
