    Geithner vs. (Nicolet Bank's) Atwell

    Interesting juxtaposition today. Treasury Secretary Geithner, in a Washington Post article, announced as ‘breaking news’ late last night – “Geithner to propose vast expansion of U.S. oversight of financial system” – and segments taken by Marketplace Editor Steve Prestegard from a presentation by Nicolet National Bank Chairman/President Bob Atwell.

    Atwell:
    The impulse to grab federal control of this [system risk created by over centralization] is understandable, but amounts to creating one politically controlled “Too Big to Fail.” (Toobtof) We can’t solve a problem of over centralization with more centralization.

    The best way to control systemic risk is to minimize it. If we want to minimize system risk, we should tax it. Regulating is expensive and it hasn’t worked. Taxing the Toobtofs will raise revenue and devolve economic power to institutions that truly compete with private capital.
    Geithner:
    The Obama administration's plan, described by several sources, would extend federal regulation for the first time to all trading in financial derivatives and to companies including large hedge funds and major insurers such as American International Group. The administration also will seek to impose uniform standards on all large financial firms, including banks, an unprecedented step that would place significant limits on the scope and risk of their activities.

    …. An administration official said the goal is to set new rules of the road to restore faith in the financial system. In essence, the plan is a rebuke of raw capitalism and a reassertion that regulation is critical to the healthy function of financial markets and the steady flow of money to borrowers.
    Wow. I suspect Atwell may see the need for increased oversight of financial derivatives traders and large hedge funds. Looks like he will be keeping a close eye on – and trying to impact – any debate that would further increase regulatory control over banks.
