    Budget hearing: Stansbury Theater is packed

    First announcement by the Joint Finance Committee was to inform those present that the Fire Department would insist on requiring everyone to be in a seat in the Stansbury Theater on the Lawrence University campus. Indeed, the crowd is huge. Guessing the capacity of the theater, I'm guessing 300 to 400 guests, but will confirm that. All seats are filled. Those wishing to speak were here to sign up before 8:00, with signups continuing as we are well into the hearing at 10:40.

    Appleton Mayor Hanna welcomed the Committee to Appleton. The Mayor stressed his appreciation of shared revenue and his willingness to participate in necessary reductions. Hanna, President of the Alliance of Cities, mentioned he is not opposed to levy limits (mentioning that the City of Appleton has had its own levy limit since 1996), but asked that current levy limits imposed on cities be more flexible to allow for economic development. He asked "If the limits imposed in the budget applied to the budget, what would you do?"

    Outagamie County Executive Toby Paltzer stressed the fiscal pressures this budget places on county budgets and county residents. He ended his testimony with an adamant "NO UNFUNDED MANDATES."

    Don Hietpas, Chief Financial Officer for Appleton Area School District appreciates the state's significant commitment to cost sharing. AASD's top priority is improving student performance, which is adversely affected by revenue caps. Hietpas spoke against QEO and the budget's proposal to prohibit arbitrators from considering the local economic environment. Hietpas summarized that revenue controls, 2/3 funding and QEO need reform, but the three must be considered as a package, must be balanced with one another. Gov. Doyle's budget, by eliminating QEO, impacts that balance negatively and will increase costs for local taxpayers.
