    Doyle budget borders on larceny

    Jim Doyle says he’s not going to raise taxes? It’s laughable. And despicable. We’ve seen his 2003 budget promises over and over. “Not to raise taxes - - because Wisconsin taxpayers already pay their fair share.” Empty, empty promises.

    So not only does the governor’s proposed budget raise taxes and fees by $1.75B, municipal leaders know they will be increasing taxes as well to make up for decreased funding from the state.

    According to yesterday’s Daily Union, the Jeffferson County Board voted 22-4 in favor of an election to pass a binding referendum asking to exceed their levy limit by 14.73%. Wow. A second vote will be required to make the September 15 election official, but it looks as though county voters will be asked to increase the levy by 16.73% (14.73% plus their allowed 2%) each year, 2010 through 2013. Wow again.
    Discussion Tuesday revolved around the topic of raising taxes in the current economic climate, as well as the timing of the proposed election. Although the supervisors generally did not have a desire to raise taxes, the majority were willing to put it to voters to make the final decision.

    …. Supervisor Jim Mode, a member of the Finance Committee, quickly indicated that he would be voting against the proposal to raise taxes.

    "As you are all aware, over the last 10 years or more, the state has continually been taking more property tax dollars each year, little by little, to fund holes in their budget, but unfunding and underfunding mandates that come to our county," he said. "The governor's proposed budget brings this shift of property tax dollars to the state budget to an unprecedented level that I consider borders on being larceny."

    Mode, chairperson of the Jefferson County Human Services Board, noted that under the governor's proposal, the Human Services Department stands to lose through a combination of reduced funding and increased surcharges for mental health commitments approximately $800,000 per year for 2010 and 2011.

    Also, he said, the state's Legislative Fiscal Bureau estimates that the proposed state budget will increase taxes on an average Wisconsin home by over $300.

    "You take that $300 increase and add on the $80 that we're talking about, and you're looking at almost a $400 increase on an average home in Jefferson County," Mode said, adding that the increase will be even greater for businesses.
    Pretty much says it all.
