    Fox Cities Regional Transit Authority nixed by JFC

    WisPolitics is reporting very early this morning that the Joint Finance Committee “gave the nod to the formation of Regional Transit Authorities [RTA] in Milwaukee and Dane counties, but opted against creating one in the Fox Cities in a session that finally wrapped up at 2:45 this morning.” (Edit: Here's the AP story - good details.)

    In addition to the two RTAs, the JFC also created a KRM [Kenosha, Racine, Milwaukee counties] Authority to “create, construct and manage the KRM commuter line, including the authority to impose a $16 per transaction vehicle rental fee.

    (Wow. I think the current vehicle rental fee is $2; the legislature rejected $13 two years ago – and now they’re going to approve $16? Hmmm. Edit: Here's the Racine Post's take on that deal - "The gist: Sen. John Lehman got his cake and ate it too. Lehman fought against a sales tax increase to pay for the KRM commuter rail line to connect Kenosha to Milwaukee with stops in Racine and Caledonia. He convinced the Democratic-controlled committee to reconsider a rental car tax as an alternative to the sales tax.")

    So, a Southeastern Wisconsin RTA, as proposed in the governor’s budget, was replaced with 2 entities – a Milwaukee County RTA (Racine and Kenosha removed from a SE WI RTA, as proposed) and a KRM Authority for light rail. Wow. Big changes.

    But what’s important here is a Fox Cities Regional Transit Authority. Here’s the Fiscal Bureau’s policy paper published yesterday. You have to be into this kind of stuff; if you are, it's pretty interesting to plow through. According to WisPolitics’ Greg Bump (still Budget Blogging at 2:45 this morning!), the Fox Cities RTA was defeated with 5 Democrats on JFC joining the committee’s 4 Republicans voting against. That would make a 7-9 vote.

    Appleton Mayor Tim Hanna will be disappointed. Very disappointed. He and a group of local officials and citizens have been working on a RTA for over three years.

    Here’s what I think is a good, quick explanation of the whys and wherefores of a Fox Cities RTA, from a piece I wrote in January, 2007.

    It’s interesting that yesterday the Cap Times actually called for elected RTA boards.

    You know you’re in trouble when you and the Cap Times agree. If boards are elected and if RTAs include specifically only transit systems (i.e., not road funding, about which murmurs have surfaced recently) and if comparable property tax dollars are removed from municipal budgets, I could (even enthusiastically) support a Fox Cities RTA. Lots of ifs.

    It will be a few hours before we learn the whys and wherefores of legislators’ objections to a Fox Cities RTA; it may be the structure is there for a future Fox Cities RTA, pending approval of the Winnebago, Outagamie and Calumet county boards. I hope so.

    Without the regional transit authority it is difficult to see how valley transit can continue to provide current levels of service past the next census. At that time the system expects to loose as much as 1.5 million in federal subsidy. There is an effort to change the federal law (the 100 buss exception)that would be very helpful. Note however that the PA. group leading the fight has been at it for a decade without passage of their proposal.

    Mark, you nailed it when you said "current level of service". They need to get rid of the fixed route system with empty buses and go to a demand based system with mostly part time employees.
