    Is dog-and-pony-show hearing better than no hearing?

    Be prepared. It’s a new precedent for dealing with the 40-some policy items the Dems insist on keeping in the budget. The Erpenbach Method.
    1. Pols and public complain about policy items in the budget. Critical issues won’t see the light of public discourse, a specific public hearing. Will pass almost sight unseen in the light of day. Imagine.
    2. Legislator apparently agrees with the inappropriateness of it all, decides to hold public hearing on very important issue.
    3. Legislator posts hearing 24 hours, 35 minutes in advance.
    4. Legislator is a hero for letting the public have their say on the specific issue. (Have their say? What?)
    5. Legislator/Committee/JFC/union/whomever/whatever… “compromises.”
    Yeah, right.

    So – is a dog-and-pony-show hearing better than no hearing?

    How about real hearings, with plenty of advance notice, ample time for testifiers, ample time for reflection in the press, ample time to digest Fiscal Bureau papers on the critical POLICY issues in the budget? Such minor stuff as
    • Repeal of the QEO
    • Domestic Partnership rights and benefits
    • Mandated increase in auto insurance coverage requirements
    • Establishment of collective bargaining for UW system faculty, academic staff
    • Major expansion of prevailing wage requirements
    All critical, expensive, policy issues. All have a huge impact on costs of government, cost of daily living and ultimately all of our taxes. How about some real hearings, you guys?

    Even when they have real hearings, they don't listen! We have to recall Doyle NOW, before voter district lines are redrawn in 2010, to favor the spendaholics even more. Besides, if the 2009 budget is awful, imagine what the 2010 will be!
