Could help be on the way for out-of-business auto dealers?

The answer to the problems of Wisconsin’s out-of-business auto dealers could be found in New Hampshire.

This morning, the Sheboygan Press editorializes that Wisconsin ought to do something about our dealerships.
According to a story in the Milwaukee Journal Sentinel on Saturday, [I assume this is the story they mean] the dealerships, including Wolf's Chrysler Jeep in Plymouth and Schocker Chrysler and Dodge Truck in St. Nazianz, can't sell new cars after their franchise agreement with the manufacturer ends.

Designed to protect consumers by showing a distinct difference between the sale of new and used vehicles, the state law could potentially cost dealers thousands of dollars if they are left with many cars and trucks on the lot when the franchises are pulled.

They could be forced to sell the vehicles at auction or wind up having to hold onto them until the model year is over and then sell them as "used" vehicles. In either case, the dealer would likely wind up selling the vehicle well below cost.

State officials are trying to find a solution and give the dealers additional time to dispose of their new-car inventory.
Stateline.org includes a piece this morning that shares New Hampshire’s legislative solution to the problem.
New Hampshire lawmakers were first to attempt to help car dealers. The bill, signed May 6 by Gov. John Lynch (D), allows local dealers to continue servicing vehicles even if they no longer sell cars. If a dealer closes, the bill requires the automaker he or she represents to buy back inventory delivered in the last two years, which helps the dealer stay on his feet to re-open as a used car lot or repair shop.

“Whether voluntarily closing or not, these dealerships will find it easier to reduce floor inventory, manage long-term leases, and recover the costs of stocked parts. They will now more easily convert their dealerships to other auto-related businesses, potentially saving many New Hampshire jobs in the process,” said Peter McNamara, head of the New Hampshire Automobile Dealers Association. His state is losing six Chrysler dealerships.
No need to reinvent the wheel. If it’s not already being done in Wisconsin (I couldn’t find anything in a search of legislation – but surely could have missed it…) can we provide fairly straightforward legislation that would aid our auto dealers in a similar way?
