    Montgomery: A real JOBS program

    There can be no disagreement that Wisconsin’s economy is in serious trouble. At present, approximately 230,000 Wisconsin workers are looking for a job and unemployment throughout the state remains at historically high levels. The job-creating elements of the federal stimulus appear to have resulted in the retention and\or creation of government jobs with far fewer jobs created in the private sector. Objective analyses of Wisconsin’s business climate rank our state among the least hospitable for business development and we are seeing the consequences of that as several high-profile hometown companies have chosen to relocate their operations and their good-paying jobs elsewhere.

    While local workers and their families as well as hometown businesses are struggling through these tough economic times, we shouldn’t be taking a holiday break. Instead, we should be hard at work doing what we can to create jobs and get our local economy back on track. To that end, yesterday, I co-signed a letter authored by Assembly Republican leaders to Assembly Speaker Mike Sheridan (D-Janesville) requesting that an Extraordinary Legislative Session on Job Creation be convened as soon as possible. Traditionally, extraordinary legislative sessions are reserved for issues requiring immediate attention and approval of the Assembly Speaker and Senate Majority Leader is necessary. In the absence of an extraordinary legislative session on job creation, the Wisconsin State Legislature will not reconvene until the third week in January, 2010.

    Since the beginning of the year, we have heard a lot of lip-service and rhetoric about a jobs agenda from the Madison Democrats. They have lectured me and other legislators about all the jobs that will be created through the federal stimulus bill. We are not getting the results we need and it’s time to act. To provide focus and direction to the proposed extraordinary session on job creation, Montgomery and his Assembly Republican colleagues called for immediate action on the bipartisan recommendations of the Assembly Jobs NOW Task Force including:
    1. Job Tax Credit NOW (2009 AB 477)
      The recently enacted state budget created this new credit to provide businesses with an incentive to add good-paying jobs to their payroll beginning in 2010, however, the credits may not be paid until 2012. Under the Jobs Tax Credit NOW proposal, the credits may be claimed and paid beginning in 2010.
    2. Recruit & Retain Jobs NOW (2009 AB 476)
      Requires the state to detail its business retention methods, identify “at-risk” businesses that could move out of the state, and develop a rapid response team for new businesses expanding or coming to Wisconsin.
    3. Small Business Flexibility Act (2009 AB 184)
      Small business owners would be in a better position to hire additional employees if they could claim an immediate state income tax deduction on the purchase of equipment needed to run their business. This proposal increases the expense deduction limit for capital equipment purchased by small businesses.
    4. Sunset the Combined Reporting Tax (2009 AB 478)
      Hometown employers across the state, including Proctor & Gamble have been adversely impacted by this new tax. Rather than discouraging our state’s largest employers from adding jobs in Wisconsin, it’s time to let them know we need and want those good-paying jobs staying here. Sun-setting the combined reporting tax would send the right signal that Wisconsin is, indeed, open for business and job creation.
    These proposals should be viewed as a starting point for the Extraordinary Session. Job creation is job one for the Wisconsin State Legislature and proposals that will put people back to work, help businesses weather the economic downturn and encourage entrepreneurs to set up shop in Wisconsin should be considered. Hopefully, our call to action will be heeded.
