    Zipperer: Calling for extraordinary session on Job Creation

    I think calling it quits for the year without passing meaningful tax relief and other proposals to grow our economy is a mistake. That's why yesterday I joined an effort by Assembly Republicans to bring the Legislature back into session yet this year for an Extraordinary Session on Job Creation. We wrote Speaker Sheridan urging him to convene such a session, and we recommended the Assembly consider the following four bills, which were results of the Wisconsin Jobs NOW Task Force that I chaired earlier this year.

    Job Tax Credit NOW (2009 AB 477)
    The recently enacted state budget created this new credit to provide businesses with an incentive to add good-paying jobs to their payroll beginning in 2010, however, the credits may not be paid until 2012. Under the Jobs Tax Credit NOW proposal, the credits may be claimed and paid beginning in 2010.

    Recruit & Retain Jobs NOW (2009 AB 476)
    Wisconsin is losing jobs to other states, not just other countries. Sheboygan lost Thomas Products jobs to Louisiana; Jefferson and Watertown lost Briggs & Stratton jobs to Georgia; Janesville lost General Motors jobs to Michigan; and the list goes on. This bill requires Wisconsin's Department of Commerce to submit a report to the Joint Finance Committee (JFC) detailing its business retention methods, to create a plan to identify businesses seeking to expand or relocate, and to develop a rapid response team for relocation or expansion prospects. Republicans proposed this initiative in JFC's budget deliberations early this year, and it passed on a 16-0 vote. From then on, every version of the budget contained it except the final...Gov. Doyle vetoed it.

    Small Business Flexibility Act (2009 AB 184)
    Small business owners would be in a better position to hire additional employees if they could claim an immediate deduction on the purchase of equipment needed to run their business. Small business will be the catalyst to jumpstart our state and national economies. This bill increases the expense deduction limit to more closely mirror the federal tax code. Putting more money in the hands of small business employers in a quicker manner will allow them the ability to hire more employees.

    Eliminate the Anti-Job Combined Reporting Tax (2009 AB 478)
    Hometown employers across the state, including Harley-Davidson in the Milwaukee area and Proctor & Gamble in Green Bay, have been adversely impacted by this new tax, which was rammed through earlier this year as part of Governor Doyle's so-called state stimulus bill. Rather than discouraging our state's largest employers from adding jobs in Wisconsin, it's time to let them know we need and want those good-paying jobs here. Perhaps that is why Governor Doyle opposed combined reporting in the past. Ending this anti-job tax would send the right signal that Wisconsin is, indeed, open for business and job creation.

    With over 230,000 Wisconsinites out of work, with unemployment figures nationwide now over 10% (despite White House claims during the federal stimulus debate earlier this year that passage of the stimulus would keep unemployment below 8%), and with Forbes Magazine listing Wisconsin as having the 3rd worst business climate, now is not the time to turn our backs on the working families and struggling employers of Wisconsin. Passage of these four bills would be a good start in the right direction. As of today, we have not received a response from Speaker Sheridan.
