Representatives of Planned Parenthood Advocates of Wisconsin - a group that pushed hard for the bill - said the rates of pregnancies and sexually transmitted infections among young people make it important to focus on providing medically accurate information that goes beyond abstinence and contraception. Such information should also cover healthy relationships, communication skills and sexual violence, the group said.

Matt Sande, director of legislation for Pro-Life Wisconsin, said the bill will render the local sex education advisory committees for school districts ineffective because citizen members will no longer be able to shape human growth and development curriculum that reflects the values of their communities.

Sande said that the sharp increase in sexually transmitted diseases is not happening uniformly in Wisconsin, and that it's "highly questionable" that contraception use and instruction is the solution for everyone.

Sande and other opponents to the new statutes have also bristled at language that says the sex education materials now used by schools must not promote bias against pupils who are sexually active.

"You would want to have a bias against that," Sande said. "We don't want our children having sex at that age."
