    Playing fast and loose with $millions

    If you’ve been reading FoxPolitics News, you know Rep. Kagen is actively pushing for a major change to the PCB dredging program and for making the Lower Fox a Superfund site. I explained the situation in my comments a couple of weeks ago. You may want to read it quickly once again - I tried to clarify what is kind of a complex issue. Last year, Rep. Green successfully included a provision in Water Resources legislation that would require dredging an area of the Lower Fox to a 6’ depth and 25’ width. Kagen and the Democratic congress removed that “Green provision” – and as a result, the bill, as passed in the House, now requires dredging a channel 18’ deep and 150' wide! In the article, I suggested to our Congressmen “that this 'Green provision' [allowing a cap in the referenced area of the Lower Fox] must be reinstated in Conference.”

    As a bit of added interest, articles have appeared in FoxPolitics News that talk about separate projects in the bill favored by Rep. Kind, Rep. Petri and Rep. Ryan. So those guys couldn’t/didn’t vote against the bill. Something for everybody – it’s no wonder the Water Resources bill passed the House 394 to 25.

    So, anyway, now the Senate version of the Water Resources Development Act is coming up in that chamber possibly sometime this week. Senator Kohl’s spokesman Joe Bonfiglio shared with me that Senator Kohl has no reason to believe the “Green provision” will be removed from the Senate bill. And because the “Green provision” was in the final version of the bill at the end of the last session of Congress, it’s a pretty sure bet (eek – nothing is sure in politics!) that it will stay in the final bill. (In other words, the channel in question would be dredged per DNR recommendations, to 25’ wide by 6’ deep.)

    Whew. Until the “Green provision” is reinstated in the Conference Committee, the risk of Superfund and hundreds of millions of dollars worth of extra dredging are just too close for comfort.

    Nevertheless, Rep. Kagen has been running around drumming up support for this hundreds of millions of dollars of extra dredging. I couldn’t believe it when I saw the news release yesterday in which a gentleman from Mercury Marine, a spokesman for the National Marine Manufacturers Association, actually endorsed Kagen’s position for the super-dredged channel. Be assured, a 6’ deep channel is very adequate for any commercial (i.e., tourism and recreation) activity going on in that channel. What are these guys thinking?

    In the Post-Crescent article about the endorsement, Jim Hubbard of Mercury Marine, seems to do a little backtracking. “I’m not so naïve to think there aren’t a lot of other issues. I support going to 18 feet, but I know there are dollar costs. That would have to be weighed in. I’m open to hear other pionts of view.”

    I think Mr. Hubbard may have jumped at a phone call from the congressman to the north just a little too fast.

    If anyone’s interested enough to jump into the fray themselves, Rep. Kagen is holding another one of his informational meetings on Superfund Dredging (well, that’s my name for the seminar) this Saturday, noon to 2 p.m. at the Bemis Conference Center, St. Norbert College, 300 Grant St., De Pere. Registration begins at 11:30.
