    Russ Decker’s holding up state employee contracts? Wow.

    Senate Dems are chewing at the bit to get this last-minute state employee contract passed – and Senate Majority Leader Decker is nowhere to be found.

    What is the deal? 
    The Assembly has already cleared the way for a vote on the delayed union contracts, but Senate Majority Leader Russ Decker (D-Wausau) appears hesitant to call members back. However, Senate President Fred Risser (D-Madison) says there are other methods to make it happen.

    Risser says Democrats are currently circulating a petition that would allow the membership to call the chamber into session, without Decker’s approval. The measure would need support from 50-percent of the lawmakers in each chamber. Currently, Risser says they are working to hit that mark, but it’s unclear if they will.

    If that effort fails, Risser says Democrats could always select a new leader to replace Decker, who could then open a floor period that would allow the contracts to be scheduled for a vote. Risser would not comment on whether Democrats are seriously considering that option at this time. [Incoming Senate Democratic Leader Mark Miller (D-Monona) said Tuesday that he didn't expect Decker to be deposed.]
    Apparently, Senator Decker is incommunicado.
    As for why Decker has not been willing to open an extraordinary session, Risser says he doesn’t know. The Madison Democrat says he has not spoken to Decker in over a week and has been unable to reach him by phone.
    Like the Wisconsin Radio Network article quoted above, the Journal Sentinel doesn’t offer any ideas either.
    Carrie Lynch, a spokeswoman for Decker, said Tuesday morning she did not know whether the Senate will meet to vote on the contracts. Decker, who chairs a committee that could approve an extraordinary session in the Senate, was not in Madison on Tuesday…. Lynch had no comment on why Decker was said to be blocking a vote in the Senate.

    The Wisconsin State Journal indicates Senate Dems scheduled a caucus for 10:00 this morning "where it is expected they will move to have the Senate act on the contracts with or without Decker."

    We shall see what we shall see.
