Do you know where your children are? Always?

A Halloween first. Wisconsin parents were able to learn the names and addresses of sex offenders in their neighborhood this year, courtesy of the Wisconsin Department of Corrections.

According to a report yesterday by Channel3000, special restrictions are imposed on sex offenders during specific community activities requiring them, for example, to stay indoors during trick or treating.

Halloween is one night, a few hours. For our kids, the need for constant vigilance is forever.

Certainly, many news articles over the last several years have focused on the helpful and ever-increasing sex offender information available. It may be a wake-up call to some of us to simply look at the number of registered sex offenders in our neighborhoods.

    Zip Code
    54911      Appleton          89
    54912      Appleton (Jail)   5
    54913      Appleton          16
    54914      Appleton          83
    54915      Appleton          54
    54113      Combined Lks  3
    54942      Greenville           2
    54944      Hortonville       10
    54130      Kaukauna        26
    54136      Kimberly            6
    54952      Menasha          48
    54956      Neenah            62
    54961      New London   23

Many sites are available which map the specific locations of sex offenders in your neighborhood. For a more service-oriented (and less commercial) approach, use the Family Watchdog site.

As stated on the Department of Corrections site, “It is not the intent of the Legislature that [sex offender] information be used to injure, harass, or commit a criminal act against persons named in the registry, their families, or employers. …It is important to note that the law is not intended to impose additional "punishment" on the offender but rather to increase offender accountability through enhanced information sharing within and between the criminal justice system and the community.”

The hope of the Department of Corrections is that their Web site “may… in some meaningful way, reduce future victimization and the suffering that accompanies it.”

The information on the taxpayer supported Department of Corrections site is extensive. Take a few minutes, especially if you have children, grandchildren, nieces, nephews - to scan the information available. Review the frequently asked questions. Review safety tips, “protective behaviors,” how best to communicate with your children about sex offenders living nearby. Review again and again safety rules to share with all family members.

Love your little ghosts and goblins. Be vigilant. Be close to your Power Rangers, your neighbor’s ballerinas and those cute little witches with the pointed hats. Always, always know where those dearhearts are. Communicate the rules. Enforce the rules. Be vigilant.
